Reduction in force is not an event; it is a season with a hard stop. Here is the clock and the checklist between now and then.

  1. Budget projection identifies the reduction; superintendent frames particular kinds of services (PKS), not people
  2. Seniority list verified: first date of paid service, credentials, authorizations — every teacher, every column
  3. Board adopts tie-breaking criteria for employees with the same seniority date
  4. Board adopts the PKS resolution and directs preliminary notices
  5. Bumping analysis: senior employees with the credential to displace junior ones in the reduced services
  6. Preliminary notices served on every affected employee — no later than March 15
  7. Requests for hearing due within 7 days of notice
  8. Administrative law judge hearing and proposed decision
  9. Final notices — no later than May 15

Lead times are the firm's practice defaults, not statute, except where cited. Classified layoffs run on a different calendar (Ed Code §§ 45114–45117).
