Compliance Copilot — Article 12.3.1, beside the answer.

Grounded, cited question-answering over Mesa Vista's own CBAs, board policies, and state law. Read-only and stateless: no question log carries employee detail. Over-answering is this product's catastrophic miss, so refusal is a first-class answer.

Question · Principal, Mesa Vista Middle

Can we deny a voluntary transfer request from a teacher with four years' seniority when a less senior teacher is a better fit for the EL cohort?

Answer, grounded
every claim traces to a retrieved clause

Under your contract, a voluntary transfer goes to the most senior qualified applicant unless the district documents a specific programmatic need — and “qualified” is defined by credential authorization, not fit. If the EL cohort requires an EL authorization the senior applicant lacks, that applicant is not qualified under Article 12.3.1 and the denial is consistent with the contract. If both hold the authorization, seniority controls and a denial would likely be grievable under Article 18. This is a contract question; whether the programmatic-need exception applies on these facts is a judgment for HR and counsel.

A question from Mesa Vista never retrieves another district's contract — tenant scoping is the safety model. Aggregate question topics are counted (that is the roadmap's upsell telemetry); question text is not.
